Float Measured From?

When you take the average 2 G or 2 Jet Rochester carbs that was in just about every non-Quadrajet GM car and truck from the mid 1960s until about the early 1980s they recommend the general float measurements at 1/2” to 9/16” from the horn to the center of the float seam Or, I say “OR” you can take the measurement average of 1 1/2” to 2 1/4” from the horn to the bottom of the float. Here’s the important part, Ready?
Are these measurements taken with the top of the carb off and inverted, whereby the float is flopped down and you take those measurements?
 
Or, I say “OR” do you take the float measurements from its normal operating position as how the float would rise or fall according to the fuel level in the bowl?
 
Is it normal for the carbureter to be completely dry inside after a couple months of not running? They filled the carb through the vent tube and ran the car 15 minutes from a 2.5 gal tank of gas with a fuel line to the carb.
 
yeah its common, to loose fuel content in float bowls over a months time.
