ive not been on site, so the next step will obviously be to pull codes

How you pull codes with no power?

Test Battery for voltage, meter or light.

I'd check at starter first with a test light, then ground from battery to block/starter.

ASS U Me ing it is not your car and you don't have access, maybe they have basic knowledge of these steps. If not-- call AAA and deliver to your place.

NOT trying to be a SA.

battery has 13.6 volts battery and starter has been replaced...
still no gauges or dash lights or response with key turned per owner,
and no I have not seen the car yet personally,
yes I will test fuses and relays and grounds and cable connections,
with a multi meter, and try to pull trouble codes
,with a diagnostic code reader, once on-site
