A clean work area is A must.
Best to build in a garage with the doors closed.
I have built an Olds 403 in the Laundry Room of a house I rented.
Carried down the porch steps.
Installed outside no garage.

Built a few outside no garage.
Best to do that in the Summertime at night when it's not real hot out like daytime.
 
Yes ... a clean area is good... But I can remember being in the pits at an NHRA event and all the teams were tearing down motors
under their canopies which had nothing but a tarp on the ground. These were all staged in a field. I not condoning a dirty place to assemble
a motor, but I do not believe they have to be built in a hospital condition either.
