almost any 427 or 454 block can be used but the 4 bolt main GEN IV passenger block with the STANDARD 9.8" deck height in good condition will be a reasonable choice, the GEN V and GEN VI are not as MOD FRIENDLY (COST WISE)and theres a few parts interchange issues that while they can be worked around are best avoided, so the first choice is a 1967-1990 427-454 block from most cars or light trucks, motor homes ETC.

a correctly built 496 uses a 1/4 longer than stock 6.385 length rods with 7/16" bolts and larger counter weights to match the longer rods and higher pin height
you can,t use the stock crank or pistons to build a 496 stroker, yes theres kits available that allow the use of the stock 6.135" rods but they are significantly weaker than the aftermarket rods and require more clearancing on the crank/piston skirt area

do yourself a huge favor and buy a matched stroker kit from a single source,
which includes an INTERNALLY BALLANCED COMBO OF
crank, rods, pistons, rings, bearings, damper, flexplate and a matching baffled high volume oil pan and oil pump with pick-up and sellect a combo that matches the heads youll use and allows the correct compression ratio for the cam, durration and rear gearing youll use

adding an ecomomically affordable 1/4" stroker kit to a 454 thats not going to be abused a great deal, as its mostly a street/strip deal is a NO BRAINER its FREE HP/TQ and I can,t see why almost every rebuild doesn,t do this as an option,
but because your running pump gas and adding displacement ID suggest boosting the cpr to about 9.6:1-10.2:1 and adding ARP main studs durring the rebuild and keeping the RPMs to UNDER 6000rpm with the stroker crank, in that two bolt block

heres a few basics for a hot street 496 bbc

btw a cam like this in a 10:1 cpr 496 with the correct matched drive train gearing and trans would be impressive on the street

10.5-1 comp ratio
MSD 6-AL 2 ignition
Dyno'd with BP 93 octane pump gas
2 1/8" primary 3 1/2" collector home built headers.

this is a good example of what great heads and a cam thats been selected to maximize the heads flow will do for a 496-540 BBC

having built several of both displacement , ID suggest the 482-489 bbc is probably the best route,(4.25 stroke with a standard or .030 over bore vs the .060 over bore 496 is the best option if your on a budget,as it retains more cylinder wall rigidity)

I just built one for a local guy , mostly from his old parts and a new rotating kit from scat

3310 holley
489 BBC (.030 over bored 4.25 stroker)
3959180 cam
12.5:1 rotating assembly(cast crank, 6.385" rods 7/16" rod bolts)
AIR GAP, INTAKE
RECTANGLE PORT HEADS #6272990.(port/bowl cleaned up)

as a low buck muscle car power plant, to go into a 1965 tempest with a muncie 4 speed , 4.56:1 rear gears , headman headers , etc. as he was severely limited on cash, and wanted to re-use all the parts he could, and while its not a big buck engine it destroys street tires for as long as the throttles depressed
