This seems a bit high $$$ Brake job on a 1989 Chevy Truck
A person I know got quoted $1700 for new rotors, calipers, inner and outer bearings, pads, grease seals (front), shoes, spring kit, wheel cylinder and new drums for the rear.

Wouldn't a good tech finish that job in about 3 hours

its ridiculous, look for name brand parts, like AC-delco ,MOGG, WALKER
on rock auto

Obviously parts should cost under $400-$500 the cost depends on the options and brands you select and if its a 1500-2500, 3500 truck
and yes 3-5 hours is a reasonable estimate,
if you have the tools and minimal experience, and a decent floor jack and or lift
