once a technology is well understood and easily duplicated , and cheap to produce,its IMPOSSIBLE to prevent criminals from getting access.
if you want to have a dangerous weapon you can buy, build or steal one, its not the gun, its simply a tool, its the person with evil intentions
Early in WWII when the germans forced the british off the french beaches at dunkirk they were forced to leave the vast majority of the british small arms in france,
the british government knew that there was no way that the british weapons factorys and arsenals , could rapidly resupply the required small arms required to repel a impending german invasion
they forced the armaments factorys to work 24/7 but as a stop gap measure they passed out these blue prints to every british machine shop, asking each shop to produce as many parts made to specs as they could , the result was thousands of extra working STEN GUNS produced in mom & pop machine shops, flowing into the troops hands within weeks
your average skilled machinist can down load the plans and built a working sten gun in under a week, once set-up and having experiences making more at a rate of a couple a week, is childs play for a skilled machinist.
thats a 90 year old design
there are newer and easier designs like the mac 10, which a skilled machinist can duplicate in hours
