EXHAUST cut outs are designed mostly for adding optional noise levels in my opinion, especially if you've got a decent low restriction exhaust and headers on the car. what always amazes me is no one seems to bother TESTING to see if they have any significant BACK PRESSURE or restriction in their exhaust system before spending the money for those cut outs
adding an anti-reversion baffle to a 18"-24" longer collector on open headers with the internal pipe about 1/2 the collector length tends to help scavenging on some engines, no header will function to full efficiency with any significant back pressure so take the effort to accurately measure any restriction to exhaust flow AT your upper rpm range of your engines power band and be darn sure its not choking your power curve.

keep in mind if theres little or no restriction to exhaust flow rates theres going to be darn little if any benefit to adding exhaust cut outs that in theory reduce that back pressure that might be hurting your potential hp.
you might also consider that adding an (X) pipe to your dual exhaust reduces the effective resistance to flow without the increased noise and that a true 3" dual exhaust system with an (X) and low restriction mufflers tends to run at almost the same power levels as open headers if its designed correctly

you can buy or fabricate these cones that tend to break up and reduce exhaust noise, once installed in the exhaust, without producing much of a restriction since the total surface area of the mini holes is greater the the pipes cross sectional area
the tabs can be tack welded or sheet metal screw attached
