Id bet those two engines are close enough that a decent tuner that knows what hes doing could get either engine to beat the other on, but I have to point out that you generally have about a 3% boost in hp, for every increase in ratio in compression, IE, a 10:1 engine would generally have a 3% higher average power peak than a very similar 9:1 engine if almost everything else was similar.
Id also point out that both engines having a similar stated, 195cc port volume is rather mis-leading as the port design and length is rather different so length and cross sectional areas vary significantly
