kick butt sniper rifles, in trained hands

I read a long Department of defense research paper,
many years ago that was researching why the amount of ammo expended,
was absolutely absurd compared to the number of dead enemy soldiers,
some men, (and statistically they are rare) will actually deliberately kill the enemy, most try to avoid doing so!
research shows that the majority of soldiers in actual combat at best point rifles in the general direction
of the enemy and fire without taking careful aim,
no mater how well trained, troops that can routinely and consistently hit paper targets over 80% at under 400 yards all of the time on a range,
rarely exceed a 5% hit ratio in actual combat.
many simply will not deliberately shoot at the enemy.
