well , I assume your using the correct key and its simply locked up due to wear or corrosion, letting the cap spin in place, ID suggest gently inserting a extra small screw driver partially inside the key hole then spraying a 50%/50% mix of marvel mystery oil and acetone into the lock and letting it sit for an hour and repeat that several times it should loosen the jammed locking mechanism allowing its internal parts to spring out engaging the outer lock thus allowing the cap to be removed, soaking the lock in the solvent and penetrating oil should free it up.
but if your in a hurry and get frustrated the fast fix,(considering a new locking gas caps generally costing under $12, so dealing with the issues more trouble than its worth and you certainly would be unlikely to trust it to re-install. )
Id simply use two hardened, self tapping screws, a couple 1/4" diameter and 1" long sheet metal screws and my air ratchet (much less potential for sparks than electric drills) with the correct bit or socket and run them into the gas cap about 1.5" apart and screw off the gas cap, in less than 3 minutes the caps junk ,but off in the dumpster and no longer an issue, and yeah , been there done that in the past , so yes it works
