new 396 not very impressive

HEY GRUMPY?
Just about finished with my 69 camaro and not impressed with 396 performace at all... Would appreciate help understanding at what RPM these motors perform ?
I have a newly built 396, .060 over, TRW forged pistons (10.5/1 compression), Holly 750 carb, Comp cams solid lifter cam, comp cams aluim rockers, oval ported Cyl heads, completely balanced, headman headers, flowmaster 3 in exch. 411 gears
I'm still breaker her in, but up to 4k RPMs feels like a 200HP pig. Hoping that maybe the 396 makes power much higher.
Any comments from those knowing the 396 is appreciated.

[b]what brand and casting number or part number heads are you using, what intake manifold and what cam timing (lift/dur./LSA and rockers are you using?
and yes it makes a big difference, I build lots of big blocks and if you over cam a 396, or use too wide of an LSA, or too much, or too little duration,in the cam timing or use the wrong intake its not going to breath well or have decent port velocity resulting in reduced torque. whats your cylinder compression test show?
what do the plugs look like?
can you post clear detailed pictures labeled by cylinder number?
whats your plug gap?
what ignition wire? whats the ohms resistance?
are your float levels and fuel pressure set correctly?
whats the plenum vacuum?
what accelerator pump cam?
what jets?
what power valve?
whats the exhaust back pressure?
what ignition advance curve do you have?
does it operate smoothly, are you getting good spark?
did you degree in the cam or just instal it on the timing set marks
whats the fuel air ratio?
what air cleaner is used?
have you checked for vacume leaks?
whats your fuel pressure"
whats your valve spring pressures?
did you check valve train clearances and geometry?
how did you adjust the valves
