Rust on chrome

Particularly, The rust that forms on chrome bumpers and before it's solidly covered with rust, is there anyway of reviving even if partial, the chrome surface. I know there are many products on the market for removing rust but I believe they're for regular steel.
 

Start with some polishing compound (NOT rubbing compound), it that doesn't work, then you might try some 0000 steel wool. Start out with only slight pressure if it doesn't dull the chrome, then add a little pressure. Finish with some wax for protection.

Beyond that I'm out of ideas.

try this it usually works

spray the area with white vinegar

spray a pad of 0000 steel wool with vinegar, sprinkle with bar keepers friend
then polish the area

the 0000 steel wool will start turn dark and to rust in a few minutes, but will remain good to use for about 10 minutes, once the rusts removed coat the surface with a good car wax
 
Thanks Grumpy, I used this stuff from Eastwood that removes rust and leaves behind a coating of zinc on a set of aftermarket chrome wheel rings and ruined them. Where rust was it also removed the chrome. I thought Chrome was supposed to be so hard of a metal?
