SBC Roller Cam Stop -water pump bolt instructions?

Guys,

I've got a pretty aggressive roller cam in my SBC, I went with a comp roller button under my aluminum All Star Performance cheap timing chain cover.

The water pump sits VERY close to the timing cover, but isn't physically touching it.
My Stewart Stage 2 water pump came with a cam stop bolt, but I'm not actually clear how I'm supposed to install it.
Do I just snug up the bolt to the back over the cover "finger tight" and then lock the lock nut, or do I need to torque the cam stop bolt down a bit?

I torqued it down decently tight with a t-handle and now I'm second guessing that...

Anyone ever used these and know how you're SUPPOSED to install them?
Here's a picture of what I'm talking about but for an Edelbrock pump:
