Tacky After Cleaning

I’m still shorting through boxes of car parts I stored away years ago, wiping the dust off and sometimes using a bit of 409, Fantastic or for tough dirt I like to use Krudd Kutter. Anyway, I came across a late ‘70s steering wheel, covered with that molded soft plastic most manufacturers used for many years. It was dirty and I used the 409 spray cleaner and some paper towels. Now it’s sticky to the touch, same thing happened when I tried cleaning my big Orange plastic covered dead blow mallet from HF. I even wiped those two with a clean warm water and it’s still sticky. What happened and what can I use to reverse this problem?

I know what you are talking about. I am putting my truck back together and the glove box outer skin (plastic) feels like sticky rubber. I didn't plan to paint it, but I started last night with a coat of Rustoleum smoke gray. I know it's not specifically interior paint, but some splatters from painting the floor got on the other plastics and was nearly impossible to remove. So I figured that if the Rustoleum sticks that good, why not use it.
 
You still have a set of Aluminum SBC heads we were going to make a deal on a while back you were going to let me know what you had if you still have them I know that was before you got sick let me know
 
I still have them, knew you wanted them (and other parts) so I left them alone. I consolidated my stash of parts in my friend’s barn, I need to see if I can get in there as he is away until school starts. If I can get inside can you come out here and pick them up, I just had rotator surgery on my shoulder so no way I can move them for awhile. Know anyone interested in BBC parts?
 
Can you give me a pm on what you have big block and SBC I do know a few people that still mess around a little You have to quit having surgery's there Rich and you know that I'm messing with you none of us ever want to do that if we don't have to
