Thinner tires and bigger wheels

looks like a great way to waste a couple thou$and dollar$ on,
building a totally useless piece of crap, that can,t be driven, or even easily entered.
 
I can't read anything on the car but I would guess it's an attention-getter for A Latino wheel shop. Ever been to Los Angles County, CA?

no! the furthest south I've been that state was san fran cisco
but I spent several months up near redding and sacremento
