Tuning carb with just vac. gauge...

Is it possible to do consistent normal driving on a long, level road with a vacuum gauge to richen or lean out carb,to get the highest vacuum reading at that same throttle position and rpm to tune carb?
 
yeah., you could get close, but with practice you can use tuning experience and a vacuum gauge and reading plugs or use of an exhaust gas analyzer to get it almost exactly perfect
