CRIMINALS maybe 1%-2% at most in the population, NEVER BOTHER CONCERNING THEMSELVES WITH LAWS,
or anything other than personal gains,
and normal people the other 98%-or more just don't go around robbing and shooting people,
it's just not something that average people even consider doing...
thus laws written to contain & restrict the actions of the minority are just an unneeded P.I.T.A. to the vast majority.
easily 98% of the people that own or wish they owned a machine gun or some other RESTRICTED ITEM,
would never consider using it on other people unless society had totally collapsed and it was a life & death situation,
even then, I doubt most, people would consider harming other people, it's just not in the nature of honest citizens
they are far more likely to help and share resources, than fight each other over scraps, or steal from others.

you can't rule by political elite mandate, and decree, a population of armed citizens
the U.S. CONSTITUTION does not give you rights,
it recognized existing citizens rights, listed them,
and restricts government overreach restricting those rights

that someone, some place, is doing something...
without being licenced, carefully supervised,
constantly watched and approved of, and heavily taxed
