in many cases its a lack of properly applied lubricant (DILLON D.C.L. roughly $16 for a 8oz bottle)
that can easily lube 1000, or more brass cartridge, cases as excess is built up on the inkless ink pads surface,
and on a cartridge case before its sized ,that case must be lubed before sizing, lack of lube on the brass case,
by having previously ,immediately prior to sizing, properly rolled onto the case pre sizing, lubed pad,

prevents dry cases that causes cases to get stuck in resizing dies, its important to pre-soak the pad in vaseline
and use a hair drier,
to melt and let the vaseline soak into the ink pad before use, you don't want much on the surface, but it must be there when you roll the brass cases, thus you add and rub in a teaspoon worth or so every few hundred cases , lubed, but once set up, its even easier to apply the spray on lube, as the underlying pad won't soak it up, but leaves it on the surface where you want it and can use it.

in most cases a large stamp pad devoid of ink, can be used, for decades I used a thin coat of vaseline, on the stamp pad,
surface,it works but not ideally, and simply rolled cases to be resized over its surface just prior to being resized, this worked reasonably well.
but lately I have used the same inkless stamp pad , and simply sprayed cases with,
DILLON PRECISION lanolin based ,CASE LUBE,

and roll the cases ,on the oily ink pads surface to lightly lube the surfaces, then resized them, it works faster and with less mess. and yes on the same pad, so there is surely some minor, residual vaseline on the pads surface from years of previous use.
but its the occasional spray of, added dillon case lube that helps a great deal.

this linked, pad works, just spray cases, then roll on surface, just prior to sizing cases,
try not to get lube spray in the primer seating hole, just on the case neck and body.

you can easily lube 30 plus cartridge case's at a time in a few seconds
