What was going on , and is very similar to what we saw on dyno.
Cam needs retarded about 4 degree
But wants me to do it in 2 degrees increments , he said typically he tells people using a belt drive to dial it in with chain and sprocket set, then carefully remove chain and sprocket
And put belt drive on, because all manufacturers are typically off a few degrees .
Said that cam needs a single plane intake
Partly because of head air flow.
And that cam wants 6500rpm
using a degree wheel and a dial indicator is FAR more precise and repeatable when degreeing in a cams timing

I think most experienced guys have two or three degree wheels for that very reason,
(that the larger size is tough to fit in an engine compartment on an installed engine)

I've got several degree wheels
I generally prefer the larger version, mostly because its easier too read and fits the crank turning tool,and can be quickly removed and re installed

and I've found that if the engines on an engine stand
use of the larger 18" diam versions a bit easier for old geezers to read,
but the smaller diam you pictured also has the advantage of allowing far easier access to the cam timing set,
when you go to index the cam timing,
so obviously both have advantages and dis-advantages
