HEY GRUMPYVETTE, Ive got a 9.6:1 cpr 383 sbc with rpm air gap intake 750 dp holley, 200cc dart heads,700r4 trans and 3.73 rear gears, headers, etc. I want a decent performance cam thats still streetable??? and Im on a TIGHT budget

IM going to assume you want a lopey idle and kick butt performance but want something you can drive on the street reasonably well in traffic ,the cams below are selected to maximize the power but not make the car a P.I.T.A. in traffic, your going to need to decide on a higher stall converter stall speed if you want to maximize the performance, and your obviously looking at a hydralic flat tappet or solid lifter flat tappet cam,to keep cost low. simply because any cam that runs smoothly enought for the stock converter will limit your upper and peak hp potential, its a compromise, I look thru my records and post a suggestion shortly

OK looking thru the records ID suggest a crower 00321 and a 2400 stall converter, matches your needs, obviously youll want to verify the spline count on the trans as that varied over the years
the semi-mild solid lifter cam will provide that lopey idle and high rpm power and nice rythmic solid lifter sound at idle, it will also allow you to avoid valve float issues as the trans will shift before that becomes an issue, and the solid lifters designs tend to idle a bit smoother and have better power than a hydralic with similar performance if you want a hydralic cam
go with the hydraulic cam if street use is by far the most important factor, but the solid would be my choice in that car

Id strongly suggest these are matched to decent cylinder heads like this

Brodix 1021001 - 200cc Intake Runner
SB-Chevy IK 200 Aluminum Cylinder Heads 200cc Intake ports 64cc Combustion Chambers 1.470 Dual Valve Springs 125 lbs. Closed / 325 lbs. Open .575 Max lift 2.02 /1.60 Valves Straight Plug Assembled
200cc Intake Runner
Item# 158-1021001
Only $1,107.99

ID use these in prefferance to either one as I feel they match your application better

BUT BE SURE YOU ORDER THE 70CC COMBUSTION CHAMBER VERSION
