Is this condition caused by a too lean situation? Or, do I need to run hotter plugs.

This is a plug from my small block '77 Z28.

no its more than likely to be mostly too much crud in the fuel or your burning oil , or coolant is leaking ,there are fuel and oil additives that leave similar ash deposits, ethanol gas additives, and ethanol laced fuel are especially well known for this type of problem.,
do all the plugs look similar or is that condition restricted to one or only a few cylinders?, knowing the answer to that, may help locate the source of that problem!
that build up is mostly burn ash,or contaminants in the combustion process from , a problem, like leaking valve seals, worn rings or valve guides, or a leaking head gasket or crack in the cylinder head, or detonation damage to rings or pistons, the crud is accumulated ash being the result of contaminants in the combustion process and fuel & oil deposited on the plug electrode and ground ,the incorrect fuel additive, youll want to replace the plugs more frequently, and Id change your oil and fuel filter and suggest changing the brand of fuel you use!
Id do a compression check and look for other mechanical issues, the fact that the center electrode and ground look light tan, but the outer plug is dark/oily tends to indicate your not running at an overly lean condition, most of the time but experiencing rapid heat increases like hard acceleration occasionally, it takes time for crud to build up to that level running at low to moderate rpm levels.
a much clearer picture would help!
I,d strongly suspect that cylinder was failing to fire, failing to burn correctly or missing much of the time!
