does this look correct? I,M PISSED

I get my engine back from the machine shop. I checked out to make sure that the block is actually mine, and I check out the cylinders and stuff...but this is a very reputable machine shop...small town...so I am not too worried. Friday night my son and I get the engine on the stand and start pulling parts out to start putting things together. That's when I realized that I can't find the MAIN CAPS. Nope....they didn't make it home with the rest of the contents. All I could think and say to myself was, "STUPID! STUPID! STUPID!" Then I started to look closer at the block and discovered that there are scratches on the cam bearings that I paid to have installed. (see attached) And they are ALL like that!
I also had new freeze plugs installed, and the block inspected. My son, playing with tools, was looking in the water jacket with a flash light and found what looks like a concrete plug the size of about 10 quarters stacked inside the water jacket! Where is the inspection?
I just got off the phone with the owner a few minutes ago and he told me that since he didn't take the job in personally, he didn't know the story behind it, but he would definitely be looking into finding my caps. He also explained to me that as the blocks get seasoned, usually the cam tunnel will lose some of it's true roundness. He assured me that the scratches were 'clean' from where they grind the metal down to make it true. He said that they ensure that they are deburred and smooth so that no damage will come to the cam. And as far as the chunk of stuff in the water jacket, he said that it's actually a chunk of coolant conditioner that they put in there intentionally. LOL... Never heard of that, but if it is a good thing, then so be it.

looking at those cam bearings, you posted and knowing the shop failed to return your main caps, and having built at least 150 plus engines, over the last 45 years, and having ,never seen a machine shop put COOLANT CONDITIONER in a blocks water passages" Id suggest strongly hes a hoping youll fall for that explanation thats, B.S. as hes obviously a b.s. artist if he expects you to look at those bearings as useable, the surface looks worse than most well used cam bearings that get replaced, and those CURRENT CAM BEARINGS, appear to be WELL USED AND ABUSED CAM BEARINGS, ID avoid that shop for ANY FUTURE WORK

president Lincoln once described a politician, as "so lazy he would only marry a pregnant woman if he wanted a family " I think that machine shop owner falls in the same group, but expects you to except INFERIOR WORK and PAY for the PRIVILEGE of getting SCREWED in the process.
 
wow, morons are everywhere apparently.
If it was my engine and PAID for this he sure would hear me from the other side of the shop.
