the better quality hydraulic and solid flat tappet lifters have hardened bases
If your using hydraulic FLAT TAPPET LIFTERS OR If your using hydraulic ROLLER LIFTERS I don,t bother,to pre-fill the lifters , I generally drop mine in a tupper-ware container filled with MARVEL MYSTERY OIL mixed with about 50% assembly lube ,and 50% MARVEL MYSTERY OIL just a few minutes before they get installed, they get fully filled and lubed when you pre- prime the oil passages, simply dunk them in oil and install then pre-prime the engine before starting then loosely adjust the lash or pre-load
Its almost always a good idea to coat flat tappet cam lobes and lifter bases with a good moly assembly lube befor installing them, roller lifters only require a good coat of oil.
pre-oilers like this are mandatory
if the valve train clearances and rings are installed correctly ,cylinder pressure helps ring seal and break-in so don,t be afraid to keep the engine constantly changing rpm and load as this seats both the rings to cylinder walls and throws extra oil mist on the cam lobes, lifters and cylinder walls and maintain enough oil pressure to keep the rockers properly lubricated
