some testing would help to determine if its a belt slipping or an accessory spinning on a worn or defective bearing that,s the cause, just because a products new is not a 100% solid proof that its not defective,any chance its the alternator or water pump bearing that,s squealing ?
If you think about it a squealing belt is one slipping in the pulley grooves and that usually indicates the belts loose or bottoming out in the groove which significantly reduces its traction in the v-groove, but defective or worn accessories like an alternator or water pump can be hard to spin due to bearings wearing, so test to find out whats the cause of the problem, don,t just tighten the belt up and assume its cured the issue , it may not !
a thin v-style fan belt might be bottoming in the pulley groove allowing it to skid and squeal in the pulley groove a wider belt sits higher in the groove with much more surface contact area, making it far less likely to skid in the grooves, and as the outer edge wears it seats a bit deeper in the groove to maintain a good friction grip, if the top surface of a V-BELT is not riding close to or above the upper edge of the pulley groove its probably to narrow a v-belt
the first thing Id suggest is visually check the belt alignment , and if it looks ok, Id suggest pulling the belt and starting the engine to see if its related to the accessories or engine, obviously if it squeals with the belt removed its not a belt driven accessory, if the belts removal stops the squeal spin each accessory by hand to check for rough bearing feel or play and noise indicating a worn bearing, alternator bearings going bad are especially common.
Id also point out that at times VACUUM LEAKS, and the transmission, torque converters, defective starters,or a clutch can cause a high pitch squealing type noises so check those if you still have the noise with the belt temporarily removed for testing

Ok, so swaped out some washers.. no go.. everything has been replaced, you can clearly hear the noise, from the water pump pulley, nothing was wrong with the previous pump. I know that now.. now I started the car with the belt ban off, and the noise is gone I can turn the pump and the alternator pulley with no signs of noise.. going to try to post up some pics,

OK, since removing the fan belt eliminated the noise we now know its a fan belt driven accessory related issue!
Id take off that water pump pulley ,extension and fan blade, inspect under the water pump pulley for any sign the bolts holding the fan on were touching something on the pump and temporarily reinstall that water pump pulley without the fan or extension, reattach the fan belt and start the engine, to test to see it its related to the fan, or shroud or bolts holding them.
finding the source is simply a process of eliminating possibility,s thru testing
approaching the problem logically with an isolate and test mentality would be the fastest way to cure the issue.
Id suggest he pull the belt and spin the accessories by hand to feel for bad bearings and listen for roughness, binding or squeaks, etc. in the search for the cause of that squealing on start-up,once youve eliminated the obvious accessory bearings, and replaced any accessory or idler you found defective or worn, Id certainly check for power steering pump leaks , loose or mis-aligned pulleys, and check the air conditioning compressor and alternator along with the water pump and idler pulley bearing,a worn serpentine belt is easily checked with a good spray down with belt traction spray,
and / or replacing the belt ( especially if it shows any sign of wear or cracks)and check for loose vacuum hoses or belt mis-alignment while your at the check and isolate process
