Ear plugs, educate me please

What can you tell me about comfortable hearing protection?
Looking at disposable, the value packs or reusable ear plugs. Some say 38 db NRR, others say 25 db NRR. Are they reducing noise by 38 or 25 db? (Trying to think how to discribe some other way to it could go).
I have those cheapo head sets from HF, in hot weather no so nice. For when I run a chipper/schredde, mower and air compressor.
 
the best approach I found when mowing, using a chain saw or shooting,
is use of a set of the cheap disposable ones in your ears first then outer ear muffs in using the two layer protection deal


and use them while you use head set ear protection head sets


many of the guys I hunt with stick cigarette filters in their ears and use head sets like linked but the ear plugs are much better

Ok, I didn’t think about doubling up, I’ll try that. Now the question still remains, is the lower dbl / NNR numbers better or vise-versa?
 
the higher the number the more sound protection is at least in theory provided, and yes doubling helps significantly
