Holley off idle bog

Nephew has a new 383 GM crate motor in his Camaro. He has one of those Holley 750 lookalike performance carbs on it. Basic mod seems to be a 4 corner idle circuit. It also has the Holley off idle bog. Plans are to check the clearance of the accelerator pump and possible repositioning of the accelerator pump cam. What else should I be looking at? We have no way of checking rich or lean with a gauge only by the spark plugs. Plugs look good with a slight brown color to the electrode. Timing is set at 16 degrees initial with a 18 degree bushing limiting the advance in the MSD dist. All in at 3200 rpm. Anymore initial and the car seems to surge at speed. Oh yes, idle vacuum is 15. One other thing, he complains of the car stalling at times when he comes to a stop sign. Just sputters and dies. Starts right back up though. I brought the float levels down to 1/2 of the sight gauge instead of at the top. Still no help. He has his brake vacuum hooked to the back of the carb along with the pcv. I am going to suggest he move the brake vacuum to the port on the manifold. Am I all wet or is something else going on?
 
theres several areas to check but the three most likely are
fuel pressure issues

you need to verify the fuel pressure stays in the 4.5-5 psi range on most carbs to get consistant results, if you don,t have a correctly set up fuel system that can be a problem, and you really should have a return stye fuel pressure regulator
