its good to see the ATF, being forced to follow the laws as written,
vs making them up, as they go along by constantly re interpreting the laws as they were written, as to,meaning and intent,
to suite their ever changing ideas On what would be ideal in their eyes.
any time any federal bureaucracy gets some power,
or thinks they can can expand by making changes to regulations,
re-wording laws, or
interpreting laws , that refer to the regulations they can modify
inevitably they demand more funding,
more personnel, and claim they are woefully under-staffed and under funded!
theres
an old joke about the IRS
they were asked to simplify the income tax forms
so they had a couple dozen of their lawyers work on the problem for several years,

The IRS calls it a 1040 Form because for every 50 dollars you make, you get 10 and they get 40.
