What do you guys think, will this be safe???

Below is a picture of the application. All the stress on this bolt is in SHEAR and very little if any
tension stress other than than induced by tightening. Thererfore I think this stainless steel bolt
will work in this application.....what do you think?

I don,t see the bolt strength itself as the issue but not having the bolt thru the heim joint mount point gusseted, with two or three triangular braces at 90 degree spacing, seems to be a potential problem to me.Personally, Id be thinking about welding in a couple 3" or 4" triangular gussets if I could

Your two statements seem to be in conflict with each other, so I'm not sure which side you fall on. A grade 8 bolt that size in SS is $30-$35 for just ONE bolt (IIRC).

I see your point about the gussets, there is a large leverage with the length of the tube extending out to the heim joint. At the point where the tube is welded to the flat plate, there is body putty to cover up the weld. There is No cracking in the body putty after several thousand miles, but still it's obvious that the safe thing to do is shorten that tube or put gussets in.

id also put gusset in there.
Grade 8 bolt are that expensive on your side of the world? darn.. i never paid more then 5-10$ for any grade 8 bolt.

Not just grade 8, but a Grade 8 Stainless Steel bolt is very expensive for 3/4" x 10 - 6" long.
