if the cylinder bores lifter bores and deck height are measuring standard and theres no cracks or core shift,
and there's zero indication there was coolant in the block its most likely new or a machine shop carefully cleaned it
if the blocks in good condition with a standard bore and deck height its fine, in fact,
a used block thats been though hundreds of heat and cooling cycles is inherently marginally more stable,
and less likely to have machined surfaces change dimensions over time
the pictures look like a new un-used block,
but only a careful inspection and accurate measuring,
with precision tooling, can tell
