both california and new york install laws that were in effect a backdoor gun registration scam, requiring documentation and licencing to buy ammo, because they mandated a record was kept as to how much ammo and what caliber ammo you purchased
keep in mind if you buy 223 rem, 308 win,7.62x39, 5.54x39, 6.8 spc, 9mm para or similar ammo they assume you own a "ASSAULT RIFLE"
or a firearm with an extended mag capacity, so they can assume that you own a prohibited firearm
and through the licence info they have your name, address, and other facts when you buy ammo.

this practice is now prohibited and unconstitutional in CA and and as it will be very shortly in NY
